Joel manages the SKA studio operations and professional staff resources for effective project flow and delivery of quality studio product. His long-term commitment to the SKA planning and design process, solid grounding in the technical design basis of our work, and his leadership skills combine to orchestrate studio team efforts in complex project planning, design and implementation exercises. Joel is certified by the Indiana Department of Transportation to prepare NEPA/Section 106 documentation. He has extensive experience in INDOT procedures for enhancement projects including Section 106 review and the corridor acquisition process.
